In what has become an established mediation format, Armenian and Azerbaijani representatives met for a workshop in Vienna organized by ICEUR to discuss the evolving bilateral relations and the situation in Karabakh as well as to elaborate concrete and pragmatic proposals facilitating progress in the negotiations. As the Azerbaijani side is willing to consider the question of guarantees for ethnic Armenians in Karabakh only after a mutual recognition of the territorial integrity, diplomatic efforts have to resort to little steps such as CBMs at this point. Nevertheless, another war has become a distant option for both sides.
